The first woman in Congress was Representative Jeannette Rankin of Montana. She was elected in 1917, three years before the 19th Amendment was ratified giving all women in the United States the right to vote.
Tennessee became the final state needed to ratify the 19th Amendment, passing the legislation by one vote thanks to a young Tennessee representative who switched his vote at the last moment. He decided to vote in favor of the amendment after he received a telegram from his mother urging him to do so.
